L'ISO 14002-1 répond à une difficulté concrète : un système de management environnemental traite tous les sujets à la fois, alors qu'une organisation progresse thématique par thématique — l'eau, l'air, les déchets, la biodiversité. Ce guide explique comment prendre une thématique isolément sans sortir du cadre de l'ISO 14001. Comme il s'agit de recommandations et non d'exigences, la grille est une auto-évaluation : on se situe entre mis en œuvre, partiellement mis en œuvre et non mis en œuvre, plutôt qu'entre conforme et non conforme.
